Duties & Responsibilities
- Audit & Vetting performance monitoring and preparation for vetting in close liaison with in-house Marine, Operations & Technical Departments
- Prepare and keep updated key account crewing strategy paper, crew cost budget assumption paper as 12 months rolling rotation plan for top 4 officers for each assigned vessel / key account owner
- Always pursuing customer service excellence on crewing relevant services / functions including regular crew status updates towards each owners, preferably each week
- Ship visits whenever possible on assigned fleet when passing Singapore
- Assure monthly crew cost reporting and monitoring
- Visit manning agents and conduct internal audit
- Review & Update (As Requested) operation procedure and
- policy.
- Ensure crew compliance of various flag state requirements and licenses & certificates of competencies issued under
- STCW Convention, 1978, as amended.
- Ensure valid ITF Green Certificates, CBA/agreements and
- DMLC are updated, valid and ships are provided with a copy.
- Arrange Office Interview with all stake holders for sea-going Officers.
- Verify proposed Senior Officer and newly hired/promoted Junior Officer / Petty Officer from manning offices.
- Coordinate with all stake holders to monitor and check crew performance onboard and feedback applicable training programs.
- Monitor reports of training made by training centre and feed back to the concerned parties.
- Monitor and evaluate performance of manning offices.
- Coordinate with manning offices on future manning requirements and various programs to sustain pool of sea staff.
- Monitor and evaluate the performance of Crew Department personnel.
- Ensure timely submission of annual budget and budget variance reports as well as budget for new ventures.
- Perform other tasks assigned by the management.
- Lead and oversee various activities for the welfare and morale programs for sea personnel and their families and union matters.
- Monitor market wage and update wage scale.
- Research and develop manning sources.
- International seafarer’s matter.
- Assignment of new agent and preparing contract for manning agent.
- Prepare crewing budget and follow up crewing account matter
- Co-ordinate with union/manning office for new vessel, change of flag/owners etc. and prepare Letter of Assignment for new vessel including Manning vessel.
- Maintain, update, and Disseminate company instruction to vessel, manning office and concerned parties.
- Interface: All Relevant Stakeholders
Key Requirements
- Minimum 5 years of experience in maritime crewing operations
- Proven leadership and team management skills
- Strong knowledge of international maritime regulations and standards
- Excellent communication and interpersonal skills
- Proficiency in crewing management software (Danaos/ShipMate)
- Bachelor’s degree in Maritime Studies, Human Resources, or related field (preferred)
